A hatchery. Depending on where you live this force be hard. If you are wanting to hatch them…they are not that simple to hatch. It requires the certain temp by using a heat lamp and rotary them every couple of hours. An egg incubator is the simplest.
Look under Farm ads, Farming, Livestock, Poultry sometimes contains duck ads. Call the extension office for the facts of the 4-H poultry or similar. Look on line under Agriculture…Ducks, Farming, Amish Country….Excellent luck, hope that helped.

If nowhere else you can check with a local oriental food store. Many of them sell fertile duck eggs because it is a common meal to cook the duck in the shell and dip it in sauce and eat it total. The duck… not the shell.
I know that it may sound yucky to us but it is a different culture.
If you check with them and find out what day the person comes with the eggs you can buy them that day while they are subdue alive before they get too cold and expire. They are not kept refrigerated so you don’t have to get there immediately or anything. But be prepared. These eggs are not just fertile… they are no more than a couple of days from hatching. So get everything ready before you get the eggs.
    Excellent Luck.

Most any hatchery will ship hatching eggs. Google hatching eggs + the breed you want and you’ll get a lot of hits.

This is one hatchery I’ve had excellent luck with in the past-

At a feed store. Or find a ducks nest and rob it. but be careful the duck will attack you.

Ebay, but your taking a huge risk, not only are there public out there waiting to rip you off, the postal system also takes a gray toll on the fertility of the egg.

Best bet would be local paper or if you have a farm store near you, place an add on their noticeboard.

I had to check for myself, and found one auction for fertile duck eggs on eBay. I didn’t reckon that was allowed, but here it is:
